An opportunity for economic development http://re-seeties.eu/workshop-energy-efficiency-local-authorities-opportunity-economic-development <div class="field-body"> <p>The opportunities for economic development offered by energy efficiency interventions was the main subject of the workshop organized by CRES in the framework of the Covenant of Mayors, in Thessalonica, Greece.</p> <p>The event which was held with great success at the Municipal Hall, on 13 March 2014, was under the auspices of the Central Association of Greek Municipalities (KEDE) and the network of Green Cities. As they say of “Macedonian Power Plants” (ELEM) soon this capital power plant, the first of its kind in the country will be ready to enter trial production of electricity and regular production of so-called green energy at the end of May or early June.</span></p> <p><span class="floatleft"><img alt="" src="http://www.vecer.com.mk/WBStorage/Articles/E051EDBD62471A43B0AFF4509597EE9A.jpg" style="float:left;" /></span></p> <p> </p> <p> </p> <p> </p> <p> </p> <p> </p> <p>It will be followed by a period of testing the performance of the complete technical equipment. At the same time, will start paving the complete infrastructure for horticultural activities in the area around the windmills. In accordance with the schedule for work, this upcoming spring capacity will enter into regular production of electricity – say from ELEM and remind us that the process of editing and was preceded by an extremely complex operation of transport of the components for the windmills.</p> <p>PVE Bogdanci with 16 wind power plants is expected to deliver at least 100 gigawatt - hours of sustained natural energy, which annually, is enough to supply 60,000 households of citizens in the country.</p> <p>- At the same time, they will increase the installed capacity of ELEM to 36.8 megawatt -hours. This project will increase the share of renewable sources in the production of our company – say from ELEM.</p> <p>According to them, only the parts for one windmill to be transported from Thessaloniki port to the location were deployed in a dozen large trucks, which formed convoy of more than a mile. The total weight of all components that make up a wind turbine exceeds 330 tons.</p> <p>The company informed that the turbines are produced by Siemens –Denmark and are among the best ones in its class. The installed capacity of each is 2.3 MW, the height of the pillar is 84 meters and the diameter of the propeller equals 93 meters.</p> <p>The project is worth 55.5 million euro, loan from the Government of the Federal Republic of Germany through KfW Bank in the amount of 47.9 million euro, while 7.6 million euro is already provided by ELEM’s own funds.</p> <p>After the start and production of electricity from wind, in Macedonia will be significantly increased the production of energy from renewable sources, which by 2020 should reach 20 % of total production. At the moment it reaches 13.7 % of total electricity production in the country.</p> <p>The energy investment company ELEM in the past few years is in the considerable progress. A significant part of the infrastructure has been modernized, though – pipelines have been insulated, and new boilers have been installed. Several pellet boilers have also been integrated into the system. In 2009, 1900 tons of pellet was burned, thus, ca. 15% of the heat supply came from pellet.</p> <p> </p> <p>This trend, however, ended soon, as the market price of pellet has gone up significantly in Romania (from 23 to 38 € / MWh). According to experts, pellet can be sold at rather high prices in Germany and Austria, causing a dramatic rise in domestic price level in Romania – and several other countries of the region as well.</p> <p> </p> <p>Due to this and the fact that natural gas is relatively cheap in Romania (28 € / MWh), pellet has lost its competitiveness compared to gas heating. Currently, only 5-6% percent of the produced heat comes from burning pellet.</p> <p> </p> <p>As it can be seen from the serious drop in the number of households using dictrict heating, consumers are very sensitive to energy prices. Energiaklub Cilmate Policy Institute, as an Associated Partner of the Covenant of Mayors, assisted and supported the municipalities in the accession process.</p> <p> </p> <p>Local Sustainable Energy Action Plans are one of the most important keystones of future developments in the field of energy. Members of the Covenant are committed to reduce carbon emissions by at least 20% to foster the climate policy targets of the Union. Within a year after joining, members create Sustainable Energy Action Plans with measures to be taken, and realize them until 2020. World 2013", supported by the European Parliament, which includes 107 countries worldwide. The main message in this year event was that the waste will not go away by itself, but requires joint and coordinated action, to encourage civil activism and awareness and habits of proper waste management.</p> <p>The central event was held in Skopje, and the wild landfill under the railway on the st. "Third Macedonian Brigade" in Prolet neighborhood was cleaned. The event was attended by the Minister and Deputy Minister of Environment and Physical Planning, Abdilaqim Ademi and Stevo Temelkoski, mayors of Skopje and the Municipality of Aerodrom, Trajanovski and<span style="line-height: 1.6em;"> </span><span style="line-height: 1.6em;">Ivica Konevsk</span><span style="line-height: 1.6em;">i and support was provided by representatives of the Cabinet of the President Ivanov, representatives of the diplomatic corps and parliament representatives.</span></p> <p>The action "Macedonia without waste 2013" includes specific actions, educational workshops and promotion of healthy and environmentally friendly modes of behavior and treatment of waste. This period the Municipality has two ongoing projects.</p> <p>The first one concerns the public swimming pool of Egaleo which is going to be upgraded. Construction works will start soon and will include the installation of waterproofing (in order to save water from leakages) and of an isothermal cover to reduce heat loss. These interventions will lead to energy savings and prevent heat <em>loss</em> from the water <em>due to evaporation<strong>. </strong>The project</em> is expected to be completed by the end of December 2013.</p> <p>The second project regards four proposals, submitted for funding to the EPPERAA (Operational Programme, Environment and Sustainable Development) by the City of Egaleo, under the title 'Configuration of Green Roofs' in 4 municipal day nurseries. The proposals have successfully passed the evaluation stage, as of 05/09/2013 (documents numbered 469, 470,471 &amp; 472 of CRES EPPERAA) and once the approval decision is received, the municipality will start the implementation of the project.</p> <p>The following creches are involved: 2<sup>nd</sup> nursery (NINAS VETETI-Minoos &amp; Prometheus st), 3<sup>rd</sup> nursery (National Resistance &amp; Iasiou st), 4<sup>th</sup> nursery (Boumpoulinas &amp; Santa Barbara st) and 5<sup>th</sup> nursery (Doriou &amp; Anageniseos st). The total approved budget for the project is 532,415.88€, divided respectively in - 161,787.40€, 186,699.41€, 77194.53€ and 106 734.54€ among each of the above mentioned crèches. The above projects aimed to provide to municipalities resources, technical support and networking to meet energy and environmental commitments.</p> <p>The programme included presentations on the above projects themselves, goals, results etc, experience from the municipalities on SEAPs, financial opportunities and instruments for municipalities, etc. All event presentations in Greek are on <a href="http://www.cres.gr">www.cres.gr</a>.
