However, since municipal facilities account for only a small percentage of the resource usage and related emissions, all local actors have to play an active role in reducing energy consumption. Therefore it is essential to inform and involve stakeholders in the process.

The Executive Summary of the ‘SEE Methodological Toolkit and criteria for assessment’ represents the core transnational output of the RE-SEEties project which aim to provide valuable strategic and adaptable guidance for all SEE municipalities regarding how to improve resource efficiency by applying smart strategic measures in urban planning.

The final methodological toolkit aims to support municipalities in creating a highly efficient and sustainable resource efficient future by promoting the development of coherent and appropriate planning practices across SEE, in compliance with the requirements of the relevant EU legislation.

Assessment and Support Group report with recommendations – Local Strategies and Action Plan

The Assessment and Support Group report with recommendations is the fourth deliverable of Work Package 5 designed to evaluate the results of the peer review process and case conclusions of each partner city. This document provides a summarised overview of policy recommendations on resource efficiency relevant to political and technical decision-makers of all governmental levels – local, regional, national and European. The recommendations are based on a very intense stakeholder engagement process that has taken place in the eight participating target countries of the RE-SEEties project in order to evaluate and compare enabling policy conditions with local practice of resource efficiency in urban communities.

EU state-of-the-art report on resources consumption forecasting

The main purpose of this report is to gain an insight into existing European practices and methodologies related to resource consumption forecasts. It focuses on examining the alternative methods that are best suited to the local level. Based on the outcomes a methodology for energy consumption and waste production forecast will be proposed in order to support the policy making and strategic planning methodology

Methodology for resource consumption forecasting

The EU State of the art report investigated the methodological frames applied to different consumption patterns and needs and various city level characteristics. In line with the basic methodology of the project, not only energy, but also the waste forecasting has been studied in an integrated manner. Based on the lessons learnt from this report and based on the investigation done by the Assessment Support Group of the project, the most suitable approach has been chosen to be applied on a city level tailor made to the project needs. The selected methodology takes into account the geographical level of application (city level) and the particular characteristics of involved cities. In addition the problem of the availability of data is also deeply investigated, level of data is assessed, based on which possible solutions are built- in to the selected data collection and forecasting methods.

This report aims to provide a step-by step methodology with initial criteria for assessment which will be finalized based on the experiences gained during the implementation of the project in order to obtain a final integrated SEE methodological toolkit for resource efficiency with final SEE criteria for assessment. This core project output will not only serve to support RE-SEEties partners and for the finalisation of their strategies, but the final version will also be transnational, aiming to provide valuable strategic and adaptable guidance for all SEE municipalities regarding how to improve resource efficiency by applying smart strategic measures in city planning.

EU state-of-art report on resource efficiency

This report focuses on the EU state-of-art of integrated policy making and strategic planning of municipalities, in the field of waste valorisation, energy efficiency and optimal utilization of RES.
In particular, the main specific aim is to provide a solid knowledge about existing European good practices along three thematic aspects: policy-making, best available technologies and changing behaviour of consumers including citizens.

SEE Capitalisation Factsheet_Low carbon communities
